REQUEST FOR EXPRESSION OF INTEREST (REOI)

 

Assignment Title: International Regulatory Advisor

The Government of the Union of Myanmar has received financing from the World Bank toward the cost of the Telecommunications Sector Reform Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include supporting the Ministry of Transport and Communications (MOTC) and the Post and Telecommunications Department (PTD) in particular with day to day, as needed regulatory advice. The main objective of this assignment is to provide hands on advisory support to PTD to establish a credible and consistent telecommunications regulatory regime that supports the implementation of the Government’s economic reform program. To meet this objective, the consultant is also expected to build capacity in the PTD so that it is able to provide timey responses to and address issues of an evolving regulatory agenda.

The consultant is expected to provide support to carry out the following tasks:

  1. Day to day advice on all regulatory issues: Specifically, the consultant will work with the Director General and Directors of PTD to support them in carrying out their regulatory duties. This will include providing advice on all telecommunications regulatory issues that arise on subjects related to interconnection and access, licensing, competition, spectrum management, lawful interception issues, numbering, infrastructure sharing, quality of service, convergence, universal service, tariffs, conduct of public consultations among others.
     
  2. Help PTD to develop a set of internal working processes and procedures to conduct regulatory tasks.
     
  3. Help PTD to develop a regulatory roadmap for the next 12 months.
     
  4. Help PTD to develop terms of reference for specific regulatory tasks that may have to be taken up as a follow up (e.g development of Interconnection cost models, development of QoS regulations etc).
     
  5. Provide hands on training to build capacity of all PTD officers on a variety of regulatory issues

Total duration of the assignment is estimated to be about one year starting May, 2018, subject to satisfactory performance to be evaluated annually. The working office will be at MOTC, Nay Pyi Taw.

The Ministry of Transport and Communications (MOTC) now invites eligible international individual consultants(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:

  • The consultant must have at least 10 years of experience in similar tasks; and preferably have hands on experience, working for a regulatory agency.
  • The consultant needs to have a clear understanding of and experience working on legal, financial, economic, and technical areas of the telecommunications sector.
  • The consultant needs to commit to spending extended periods of time in Nay Pyi Taw.
  • Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team.
  • Excellent English Language skills.
     

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:  Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants bWorld Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World  Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the “Individual Consultant” methodset out in the  Consultant Guidelines.
